NADB and BECC announce revised operating guidelines for the
Community Assistance Program

(San Antonio, Texas) The Board of Directors of the North American Development Bank (NADB) and Border Cooperation Environment Commission (BECC) have approved modifications to the operating guidelines of the Community Assistance Program (CAP) in order to facilitate the certification and financing process for critical environmental infrastructure projects for economically-distressed communities in the U.S.-Mexico border region.

The most significant change is that project sponsors no longer have to wait to submit their project proposals during a specific application period. Applications for CAP grants will be accepted at any time, as long as they include all the required technical, environmental and financial documentation as described in Annex A of the program guidelines.

The Annex A documentation requirements cover five broad categories: project location, environmental clearance/authorization, final design and procurement, financial documentation and in the case of drinking water and wastewater projects, documentation demonstrating the applicant’s authority to provide such services.

Applications will be reviewed jointly by BECC and NADB to determine completeness and eligibility. Applications deemed eligible and complete will be further evaluated to determine if the proposed project is ready for certification and financing.

Projects with a complete package of technical documents that support the sponsor’s readiness to initiate project procurement are eligible to receive a CAP grant. In the event that program funding is insufficient to fund all the projects selected, priority will be given to drinking water, wastewater, water conservation, and solid waste infrastructure; to sponsors with the greatest financial need; and to projects aimed at providing first-time basic services to unserved populations or to projects that employ sustainability measures resulting in water or energy savings.

Launched in February 2011, the CAP program uses a portion of NADB’s retained earnings to provide grants to support the implementation of small environmental infrastructure projects in economically-distressed communities.

Projects may receive a CAP grant for up to US$500,000 or 90% of the total project cost, whichever is lower. The project sponsor must cover at least 10% of the total project cost. Grants may be used for project construction and related costs, project management and supervision, as well as other project components, such as equipment.
